In the cyber security the involvement of the private sector is as important as that of the government agencies. Now, in many cases, the private organizations are not willing to share their customer information with the government agencies as it contradicts with their company policy. Now, to develop a nation-based critical infrastructure to increase the cybersecurity, the data of the private sector is very much needed. The voluntary framework would reduce the chance of the participation of the organization. For example, Apple was not ready to crack the data of the shooter when asked by the FBI. According to them, it would create a massive problem of the other users, and more over the users would lose faith on the privacy policy of the organization (Kharpal, 2016)
